This is the time that the Remote Rules Service client
will wait for a connection to be established. The default is 60
seconds. The default time will work in nearly all cases, but if you
should experience error messages stating that there has been a
connection failure, you could try adjusting this value. A good
starting point is the value for the Server Timeout parameter that
has been set for the Rules Service in the Rules Service
configuration pages accessed from the Rules Service property sheet
in the Binder.
