You can easily check which user is actually performing a request on the Rules Service, by setting the log level for the Rules Service to "Debug". This will cause all executed rules service requests to be visible in the resulting log file, which you can then check. Each request is preceded by the message:

credential validation of user <username>

There is no other hidden credential validation taking place.
